In an attempt to protect the interest of consumers and improve Quality of Prepaid Mobile Service with accurate billing; Telecom Regulatory Authority of India (TRAI) has made it a must for all mobile phone operators (CDMA/GSM) to provide prepaid users updates of calls made and data downloads every time they use voice and data services.
All the information, to be sent by SMS, or reflecting on customers mobile phone via USSD based flash message which will include the duration of calls or data usage (2G/3G), the charges deducted and the remaining prepaid account balance.
TRAI said that at present, about 96% of the consumers are in the pre-paid category and unlike post-paid consumers, the prepaid consumers do not get any bills for their usage and the amount charged or itemized details of their plans.
However most of above services are already available in various operators offering GSM and CDMA mobile services in the country, but as of now these are optional for service providers and now with implementation of TELECOM CONSUMERS PROTECTION REGULATIONS, 2012, it will be mandatory for all operators to provide these details to their prepaid subscribers.
Itemized Bill details for Prepaid :
Now Prepaid subscribers also can also get itemized details of their Calls, SMS and Data usage on request within 30 days by paying charges not more than Rs.50 for per bill cycle/calender month. Earlier this facility was available for Postpaid users only.
New Guidelines for Prepaid Vouchers (Plan/Top Up Coupons) :
With a view to facilitating easy identification by the consumers, TRAI now specify a colour band code (Red, Green and Yellow) on the reverse of the vouchers (Plan Voucher; Top Up Voucher; and Special Tariff Vouchers) to distinguish different types of vouchers. A major concern of the consumers regarding size of the letters giving details of the tariff plan, MRP, net monetary value available on the voucher etc.
Toll Free Short Code for Prepaid Account Information :
Additionally, these regulations also provide for allotment of a separate Toll Free Short Code by the service provider to enable its consumer to access information relating to his tariff plan, available balance in his account and details of any Value Added Service activated on his telephone number.

its good news. pre-paid customers can come to know abt the actual cost of the call made or sms sent, etc. done by them from the balance available or now some operators gv immediately ussd call duration cost, balance available. just like that the same facility shud also b made available to post-paid ie billing customers. similar system can b applied to postpaid also so that after completion of the call, user gets ussd info of last call charged, call duration,n the balance bill outstanding.
or they can devise a system so that billing customers can come to know the amount of bill outstanding since say, first day of the month. so the mobile user before making the call check the balance bill outstanding and subsequent to the call, again check the bill. the difference in the bill will b the actual cost of that particular call.
this system will keep a check on unreasonably high bills charged by operators and also keep billing customers on par with pre-paid customers. else, post paid customers r losers overall.

Uninor prepaid users just dial *222*2*# you will get all the details free of cost. Balance local or std seconds or minutes, balance sms on net and off net, balance GPRS data. No jhanjhat, easy way out, you get info through USSD msg.

I didn’t said so, I just copied the text in this article and I asked for unique code across all operators. This is because if a customer left one operator and chooses another, he should know what to do and what not to do with his new connection without reading the useless booklet that comes with SIM.

TATA DOCOMO prepaid is offering this facility since a long time & it charge only Rs. 25/- per bill
but for this u have to request to tata docomo customer care.
bill will be e-mailed in your mail account.

yes fee of Rs should be only for Paper. TRAI have to bring a strict rule that a customer requesting by mail or in online is not charged anything. Please forward the grievances u have in pgportal.gov.in that will be better.

I agree Landline number Portability should happen soon. BSNL does not bother for Landline Subscribers at all even after loosing so many subscribers to mobiles. If this comes into effect definitely BSNL have to act in the Landline segment also.

Toll Free Short Code or USSD code should be unique across all operators. At present having multiple numbers like 123, *123#, *141#, *121#, *367# etc. are used for balance inquiry by some and chargeable or VAS menu by others.

Fee of Rs. should be for call/data/SMS details on Paper. The operator should provide such facility online free of cost after registering with the website. At present TATA DOCOMO (CDMA & GSM) provide such facility upto some extent. Others should follow. And it should not only include just last few debits but full history of last 2-3 months. (I can’t expect such thing from Reliance even if TRAI makes it mandatory)
Besides that all operators should update their website for online recharge. There are some junk data on TATA DOCOMO CDMA website like The offer is applicable from 22nd June’11 to 30th July 2011 for the New Customers of UP West Circle only. ( cdma.tatadocomo.com/Prepay-plans.aspx). However their online recharge website is fine ( ichoose.in/etrade/recharge.jsp). But Reliance website loots its customer by showing attractive recharge options whereas these options do not exist at all according to Customer Care and it is customer’s mistake to believe on website.
