
Reliance Jio is clearly the best telecom operator in Mumbai. The data from Telecom Regulatory Authority of India (TRAI) suggests as much. TRAI assessed network quality across Mumbai between November 3, 2025 to November 7, 2025. This included 320.2 Kms of Mumbai including 192.4 Kms of City drive. Coastal road drive of 9.7 Kms was included along with 115 Kms of local railway drive. 7 hot spots were also picked along with a 3.1 Kms of walk test. The TRAI team evaluated all the network technologies available including 2G, 3G, 4G, and 5G. The key parameters assessed by the regulatory was:
- Voice Services - Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time (CST), Call Silence Rate, Speech Quality (MOS), and Coverage.
- Data Services - Download/Upload Throughput, Latency, Packet Drop Rate, Jitter, and Video Streaming Delay.

How did the Telcos Perform?
In the CSSR, Jio was the leading operator with a score of 99.81% followed by Airtel, a close second with a score of 99.62%, and Vi (Vodafone Idea) and MTNL (Mahanagar Telephone Nigam Limited) with a score of 96.07% and 28.52%, respectively.
When it came to drop call rate, Airtel had the best score of 0%, with Jio a close second here with a score of 0.56%. For Vodafone Idea and MTNL, the score was 6.43% and 22.47%, which is not good.

Amongst eight different parameters, Jio was the best in five, while Vodafone Idea was the best in two, and Airtel in only one. Jio led in parameters such as CSSR, CST, Mute Call, Average Download Speed, and Average Upload Speed. Vodafone Idea was ahead in two parameters including the best latency performance, and MOS (mean opinion score). Airtel was the best in DCR, only. Even in the parameters Jio wasn't the first, it ranked second in most of them. This clearly indicates that Jio is the best operator in Mumbai.
