
Vodafone Idea (Vi) will enforce government-mandated inactivity regulations for prepaid mobile connections that remain unused for a continuous period of 90 days. The rules, in effect since March 22, 2013, apply to customers with no chargeable activity such as voice or video calls, outgoing SMS, mobile data usage, or value-added service purchases made using the available balance for 90 days.

Rules Apply After 90 Consecutive Days of No Usage
Under the policy, prepaid subscribers with a balance of less than Rs 20 at the end of the 90-day inactivity period will have all services deactivated. Such numbers will remain inactive for 15 days, during which customers may restore services by paying a reactivation fee. Failure to do so within the stipulated period will result in permanent disconnection of the number.
Low-Balance Users Face Deactivation
"For subscribers with less than Rs 20 balance, all services will be deactivated pending payment of Reactivation Fee for a period of 15 days. Number will be disconnected on non-payment of said Fee within this period," Vi noted.

Temporary Number Retention for Eligible Subscribers
For subscribers maintaining a balance of Rs 20 or more, Vi will initiate its Automatic Number Retention Scheme. An amount of Rs 20 will be deducted from the prepaid balance, allowing services to continue for an additional 30 days. If no usage is recorded during this extended period, further action will be taken in accordance with the remaining balance, which may include service deactivation or number disconnection.
"For subscribers with more than Rs 20 balance, Automatic Number Retention Scheme will be put into effect - Rs 20 will be deducted and services will continue for 30 days," the company mentioned in a regulatory notice.
The measures are in line with regulatory requirements aimed at efficient management of mobile numbering resources.

According to an IIFL Capital report dated December 1, 2025, Vodafone Idea (Vi) is retaining more than 20 percent inactive subscribers, as only 154.7 million of its 197.2 million subscribers are active.
