India’s Telecom Ministry finally asked Bharti Airtel, Vodafone Essar and Idea Cellular to called off their mutual agreement for 3G roaming and stop 3G Roaming services via ICRA.
The final decision taken by Department of Telecom after the unanimous view of telecom regulator TRAI, Law Ministry and DoT that such roaming agreement was in violation of the telecom licences (3G/UAS/CMTS) and allegations of alleged revenue losses to the exchequer because of these pacts.
If you Remember, Tata Docomo and AIRCEL called off their mutual agreement for Intra circle 3G Roaming services on 14th December as we reported but Bharti Airtel, Vodafone India and Idea Cellular were continue providing the 3G service via ICRA.
The current licence terms and conditions allow operators to go in for Roaming agreements to enable their subscribers to get seamless mobile network coverage as they move from one circle to other circle in India wherein they doesn’t have any network/spectrum or services.
But in 3G services, all private operators are selling their 3G products and new connections even in circles where they do not have 3G spectrum/licence. Operators having 3G spectrum pay higher revenue share in the form of ‘ 3G spectrum usage fee’.
Mr. R Chandrasekhar, Secretary DoT, today said that “The decision has been taken that this (3G roaming pacts) is in violation of terms and conditions of the licence, DoT will be issuing notices asking them (mobile operators) to stop their service with immediate effect. But on penalty, no decision has been taken yet.”

BSNL got spectrum in Dec, 2008 and in Jan-2009 they started providing 3G services in 11 cities. If we calculate till July, 2011 it will be 31 months or 2 years and 7 months and they covered only 826 cities. Also they didn’t paid a single penny for 3G spectrum until auction which saved then interest worth of crores. Now if we talk about private telcos say Idea, which started providing in March, 2011 has covered 800+ cities and towns in just 6 months and they paid spectrum amount within a month and now bearing interest burden from last 1 year.
So who is getting benefited and who is serving people?
Go and ask BSNL why more than 50% of area is still uncovered with 3G after 2 years and 11 months? I know they are facing fund problem but not providing 3G and not upgrading 2G network is what BSNL is…

I’m aware of all this and i.e why I don’t use BSNL. Their services both voice+data are worst at my place. No 3G available. They are the ones who are axing their own feet by not competing with private telcos. Recharging again and again for validity is a pain and they have also withdrawn their validity packs. Before we use to get 1 year validity with Rs.74 ant no talktime. Now they give validity with top-ups like 45 days in Rs.50.
Even their own employees are fed-up with them. When I visted local BSNL exchange/CSR for inquiring about 3G launch in our area, JTO said, “Yaar hum to khud pareshan hai BSNL se. Ambala se GM i.e General Manager ki permission ni hai nahi toh install kar dete 3G infrastructure saal pehle bhi”

saurab plz note that private operator are much cheaper than bsnl india a fully bakwass network with bakwass plans, abhi bhi har mahine pe validity recharge karwana padta hai, network ekdum bakwass, aur jaha tak paisa ka bat hai, sab paisa goverment aur telom ministry ka ghar main jata hai, isse na to tera aur mera faida hota hai, aur bsnl customer care is lyk dumbasssss, aur govment ka to chori kya hua jhara paisa hai jisse wo sprectum kharidta hai, agar bsnl aur mtnl deal kar sakta hai toh private operator kyun nahi kar sakta hai, aur dot kya gar maratha itna din jo ab yeah decision le raha hai……….

Heard about it on TV. But thanks Sanjay for update. Aactually, they(TRIO) have saved Rs.20536.69 crore in all. So they can pay fine.
I don’t think they will meet this deadline as there may be numerous 3G activation taken place yesterday and today also. So even if they stop taking new requests from tomorrow onwards in Intra-Circle areas, it will take another one month to stop all this.
I’m also active on Airtel 3G, Rs.750 for 4GB plan and using on Idea network. 3 days left. Going to finish off my data by this deadline.

It is surprising to see that Aircel, Vodafone, Airtel & Idea were giving 3G services before this move by DOT in circles in which they didn’t got the license, but they are yet to launch 3G services in many circles they got the license.

After many years Reliance CDMA was fined for using WLL technology (Mobility in Short Distance Charging Area. SDCA)as mobile. By that time Reliance had acquired the big customer base. And the big joke by the government was to convert WLL technology into mobile technology immediately. By this Reliance customers remain with Reliance.

If this move of DOT (1) stops Customers getting 3G services in non licensed circles of his operator (roaming areas) provided by partner operators or (2) stops Operators to sell 3G connections in non licensed circles.
If it is the second one then it is good and if it is both then the People on the Move will opt for only BSNL or USE AND THROW SIMs.

some people may feel cheated because of this move by Govt. because they are already using 3G from operators who did not bid for 3G in the respective circles.
But it is not good to justify this cheating by the trio for the sake of losing service,though I feel sorry for the loss they may face.
A wrong move cannot be nullified by giving 100 valid reasons.What ever these private operators(voda+idea+airtel)have done is completely unethical and anti competitive. Even though the govt. has taken a late decision, but it is correct and it should be welcomed.

You know it has been 3 years since BSNL started providing 3G in Ambala and Yamunanagar district in Haryana. Every single town except the main city areas i.e Yamunanagar/Jagadhri and Ambala City/Cantt. is without 3G. Even there is no 3G in towns with more than 50000 population. If we left the city areas there is no 3G on BSNL network in 100Km radius from my town on either side. BTS have GPRS and not even EDGE. Maybe at your places they would have good coverage but not here.
Even when I visited Himachal area, there was no BSNL 3G outside cities, in towns/villages.
Idea is the only operator here with 3G.

GOOD Decision by Govt.
These licences ICRA was not correct..
The thing happened is all operators came together and decided higher tariff for there 3G connections.
Where BSNL/MTNL tried to create a tariff war between operators,
But, All other operators were interested in making money.
So they mutually shared the tariff. No doubt they paid huge amount for these licences, but they could have recovered it in long run. If they could have tried to offer cheaper 3G with more customer base.
In the end we all consumers were affected,
If this ICRA was not implemented, there would have been limited operators in a circle i.e. MTNL/BSNL and other operators which could have led to a healthy competition and we would have been rewarded with cheaper tariff.

Airtel, Idea & Vodafone provide 3G roaming to each other (only roaming, not complete ICRA). They might did not done separate agreement for only roaming purpose.
If it is so, due to stop of ICRA with immediate effect, a subscriber will not get network in roaming in other operator till their new roaming agreement (only roaming, not ICRA).
It creates problems for subscibers, who is legally right.
Again I am telling, kindly understand that I wrote over effect on 3G roaming (as conventional 2G roaming), which may be a part of ICRA.

What Sanjay said is legally correct. ICRA should not be allowed. But if you see the acutal reason, I see its a Tit for Tat treatment to government policies. They just cannot make laws at their own will. And mostly they are made where they see money. Look at telecom services in 2008 interms of its QOS and look at it now. Earlier they could afford qualified professional to answer your queries, now they hire people with minimum qualification. This in turn increase their cost in terms of training etc. Ulitmately we are only getting effected.
If 3G spectrum was autioned in 2009, then why government owned telecom companies had started their 3G services almost 2 years before 2009. They should have also participated in the auction procedure and should have been allowed to service only those circles where they have won the bids. 3G is made popular by private operators only. The situation wont change till the time politics exist. Sorry to say that. I find our neighbouring countries (Enemy) whose economy is worse than our is more matured in telecom

Thats why Reliance Communications didn’t go for mutual agreement for Intra circle 3G Roaming services with any operator and fairly played its valuable role in all 3g circles with India’s super speed 3g network with core speed up to 28 Mbps.

BSNL was being cheated by the Govt. the corporate govt alloted obsolete band of BWA spectrum which is not compatible for LTE.. at the same time they alloted cost effective and efficient spectrum to private telcos.. In the case of 3g pls go through the initial tariff of BSNL3g.. just 1300 rs was enough for unlimited 3g per month.. but now bsnl incresed the tariff only because of this private telcos..

Dear vivek. pls try to understand the facts, BSNL and MTNL have 3g roaming agrement. they are using it in a legal way. ie A bsnl customer can use MTNL network while in delhi or mumbai and can enjoy seamless connectivity. Now too BSNL is not issuing connections in Delhi. Only roaming customers are using MTNL n/w. But i the case of Private telcos, they are giving connections without having 3g licence. In kerala, BSNL, AIRCELL and idea are 3g licence holders, but by using intracircle roaming agrement, vodafone and airtel are giving 3g connections here.. it is illegal.. one more thing.. BSNL paid 12000 crores for the licence in 20 circles, at the same time idea paid just 6000crores for 13 circles… and NOW idea is giving connections in 19 circles.. do you think it is right… if so you dont have to go for 4 wheeler licence, if you have a 2 wheeler licence.. ie all.. the Private telcos are cheating ..

I want to clarify it that “no one regulatory body can make difference between private & public firms”.

No one cheated me in any manner.
If balance is deducted in wrong means, I got back also.
All companies are equal for me & these all want to make profit.
If any charge more, don’t go for that.

Please withdraw your decision to cancel 3G via ICRA. Please promote 3G by forcing the mobile operators to reduce the 3G voice tariff from Rs.3 per min (Rs.0.05 per second) to Rs.2.00 per min all over the country. Please reduce the 3G data rate to Rs.1.00 per 100 MB.

Why the hell bsnl mtnl are allowed for roaming agreements…well i am satisfied with my Vodafone 3G delhi, and roam in haryana circle, other than this have postpaid haryana airtel no. they both working fine..use Vodafone 3G for data usage as it is free in roaming..But this is really pathetic that DoT is asking to quit ICRA for private operators..!!

1. BSNL got obsolete BWA spectrum and there is virtually no vendor to support the technology.If it was any private telco , it would have never even bothered to bid for the spectrum. Under govt. pressure only it was forcefully purchased.
2.Who the hell told you…bsnl 3G is not available in small towns…I am living in small town…and here except BSNL no body is giving 3G.
3.All these private operators…who are advertising that they are serving the nation…..every body is taking back their connections due to loss making in rural areas.BSNL, inspite of having loss of more than 4000 crores due to operating in non feasible areas alone…. didn’t drop even one connection, considering the fact that 2000 crores USO subsidy is stopped from this year.
and because of the the political influence of this trio bastards, BSNL is not able to launch any good plans or purchase new equipment of chinese vendors, but these trio bastards can purchase chinese equipments.
so , go and do some proper study before kissing these private telcos.

I think you have not understand the difference between BSNL Vs MTNL roaming agreement and agreement between this cheat pvt operators.
These fellows violating the rules For eg: If you give your house for rent .Will you permit that person rent it to somebody some portion of that house with out your permission .He can accompanied with him for some days not permanently.

BSNL and MTNL not operating their services in same circles, Not selling their products in circles where they don’t have 3G spectrum and providing 3G services only to IN Roamers.
While private operators violating “Roaming” norms by providing 3G services to LOCAL customers via ICRA in all circles where they doesn’t have 3G spectrum or not paid any amount for 3G spectrum. They can provide 3G Roaming to IN Roamers from other 3G circles but NOT to Local customers in non-3G circles via ICRA !!

We can see how well they are serving the nation by not providing 3G services at major places and now returning the BWA licenses to DoT. Private telcos have covered more area under 3G than BSNL and that too in a less time and they are launching 3G in smaller towns too.
BSNL holding 3G spectrum from Jan-2009 and when it comes to coverage, it can’t be seen anywhere except cities.
As far as expansion plans are concerned, BSNL don’t take care of it.
Keep it up BSNL and keep serving the nation in a bad way.

This is great move, they are forming alliance for FREE 3G license but still no relief in 3G data plan to customer.

DOT u take Right decision,For 3G only BSNL have pan india 3G license,this good for Indian…Because private companies are here for their buisness and income but bsnl is here for serving the people of India…….BSNL is best……

Don’t worry. Nothing like this will happen. No one can stop this TRIO. It’s being done to get some extra money from telcos.

dot abhi paisa khane ke chakkar main hai, yahi toh neeat hai indian govt ka, zida paisa khila ke pet mota ho gaya……. chinta mat karo bhaio private operator bohot jaldi dot ka ghar main riseat bhejega…..
