National Telecom Policy 2012 Approved : No Roaming Charges and Pan India MNP One Nation – One Mobile Number

The Govt of India today approved a National Telecom Policy 2012, which will replace more than a 12 years old telecom regulations and now mobile service  users will be able to avail FREE Roaming and keep their Phone Numbers even if they switch service providers anywhere in the country with the Nation Wide Intra Circle MNP, proposed in the new Telecom Policy.

The cabinet has approved the new National Telecom Policy with some changes from what was proposed earlier, The New Telecom Policy recommends one Nation, one license policy across services and service areas to abolish Roaming charges. The distinction between local and STD calls would vanish, as the policy aims at a ‘one-nation-one-licence’ regime.

With the implementation of new National Telecom Policy,  Now Telecom operators/Mobile Service providers would not require any separate licences for operations in various parts of the country and a single licence would suffice.

Under the new telecom policy, telecom ministry also provisions for inter-circle Mobile Number Portability (MNP) i.e. Full MNP, which involves changing an operator while retaining the same phone number in different telecom circles.

Highlights : New National Telecom Policy 2012  :

  • One Nation-One License to mean removal of Roaming charges on Mobile phone service.
  • Full Mobile Number Portability and work towards One Nation – Free Roaming.
  • Efforts Towards ‘Right to Broadband’
  • Affordable and reliable Broadband on demand by 2015 and to achieve 175 million broadband connections by the year 2017 and 600 million by the year 2020 at minimum 2 Mbps download speed and making available higher speeds of atleast 100 Mbps on demand.
  • To revise the existing broadband download speed of 256 Kbps to 512 Kbps by end of 2012 and subsequently to 2 Mbps by 2015 and higher speeds of atleast 100 Mbps thereafter.
  • Mission is to have special coverage of Remote, Rural areas across India.
  • Protect consumer interest by promoting informed consent, transparency and accountability in quality of service, tariff, usage etc.
  • Optimize transmission of services to consumers irrespective of their devices or locations by Fixed-Mobile Convergence thus making available valuable spectrum for other wireless services.
  • Convergence of services will cover voice, data, video, Internet, VAS
  •  Cloud Computing, Next Generation Network including IPV6
  • De-link licenses issuances & spectrum allocations
  • Spectrum to be made available at market valuations
  • Seek TRAI recommendation on license framework
  • Will allow trading, sharing, pooling of spectrum
  • Will enact a separate spectrum act

    What policy? What free roaming? It is all nonsense it seems to me. I went to Dehradun for about 15 days and today received a bill which charged me a huge amount for both National Roaming Receiving as well as sending. My bill increased by over Rs 1200/-. If framing such a policy is the new game the Government is playing – then shame on it. Are they announcing such policies just to gain votes in the next elections or are they trying to divert attention from the Scams to inactivity?
    Shame on the Telecom Ministry and our Government!

    Technology is not out of reach of common man. A common man does not require very high speed connection which 4G (or even 3G offers). For him a decent 2G GPRS is sufficient for checking mails, browsing webs etc.
    An uncommon man requires high speed internet with unlimited download data and that too at extremely cheap rates. That is the problem.

    good news. but one negative aspect, one cant know from which circle the caller number is stationed. earlier, in LL connections of mtnl, by the number itself, v used to know that a particular telephone number is from some area/locality (which is not available from pvt LL operators.)

    Good Proposal, specially for us who travel a lot, but I guess it will take time to b implemented. Call Connection time has already increased after inter-circle MNP, i fear it will shoot up quite a bit after inter-country MNP!!! but then, at the end of the day, industry thrives on challenges and grows with competition. lets hope 4 d best…

    It cannot be implemented right now lot of system preparedness is required and it will take time. However, if Govt. and telecom companies want to implement it all testing and UAT can be completed in max 1-2 months and these changes can be implemented.

    NTP 2012 didn’t tell one india one specturm but the license should one for whole country. Govt. Of india allow specturm sharing just after implementation of ntp 2012 the operator can provide service in all circle where he have specturm and in those circle where they didn’t have specturm they can provice service through specturm sharing {ICRA} like they 3G player did

    I read the policy throughly and as per the terms, a maximum of two operators will be allowed to share spectrum on a condition that both have spectrum for that circle. Say If Airtel and Idea has 4.4MHz in xyz circle, they can share spectrum. But if only one of them have it, they can’t. It will be on telco with whom they want to share. This is done so as to make use of the unused spectrum in areas or circles where one operator has very less customers compared with other who have more customers but less spectrum.

    In Haryana, Videocon and Aircel have 4.4MHz of spectrum and less than 15 lakhs customers in total while on other hand Tata alone has 28 lakhs customers. So Tata and Aircel will be able to share spectrum for betterment of services. This will also help in cutting infrastructure cost as at places where customers are very less any one of the operator will install infrastructure and other will also be able to use it.

    As far as ICRA is concerned there is no clarity on it. Policy says both parties will have to have the spectrum in the same circle in order to share it. Take an example: Idea, Vodafone, Tata and BSNL has 3G spectrum for Haryana circle. So any two of them say Idea-Voda and BSNL-Tata can share. But not Airtel or Aircel which don’t have it.

    2 mbps broadband is too low. Minimum speeds should be around 5 mbps. DSL can handle it. Cable can do much better. And what does the policy say about FTTH networks in urban areas. That is what will bring real broadband, IPTV and everything else to the subscriber, not LTE.

    I cannot find any news website which says the new NTP is effective from tomorrow… I think it’ll take some time to implement…

    Everything is great but the question is still this that when is this policy going to be applied? Without the answer of this question, what is the meaning of the telecom policy? Either it should be applied or the date of its implementation should be announced soon. Else there is no benefit by just astonishing the customers of India.

    Special features are being announced again and again but the implementation date is more important than this announcement. So I think first of all, the implementation date should be announced and after that the features should be counted.

    @ SOUGATA … dont assume !! When you have INTRA-CIRCLE already (within your circle) isnt it obvious that it is INTER-CIRCLE (between different circles) ?

    Will allow trading, sharing, pooling of spectrum –> companies will trade, share and pool spectrum.
    De-link licenses issuances & spectrum allocations –> so companies should purchase spectrum and licenses separately.
    Spectrum to be made available at market valuations –> who will decide market rates TRAI, DOT, goverment or independent authority.

    Then what about the spectrum fees that each operator has paid per circle (as for now)?. If an operator has paid the spectrum fee for 23 circles, will this government refund the fees for the remaining 22 circles (considering India as one circle)?.
