BARC India Celebrates 5 Years of Delivering Ratings, Trai Knocks on its Doors for Revamp

The Broadcast Audience Research Council (BARC) India on Wednesday said on Twitter that it has completed five years of delivering ratings as it shared celebratory messages from its board members and industry experts. BARC India, the industry led body representing broadcasters, advertisers along with advertising and media agencies was accredited by Ministry of Information and Broadcasting (MIB) in 2015 to carry out television ratings in India. Meanwhile, the Telecom Regulatory Authority of India (Trai) on Tuesday issued its recommendations on the “Review of Television Audience Measurement and Rating System in India.” Trai recommended structural reforms in the structure of BARC to reduce the probability of “conflict of interest, and bring transparency and instill confidence of all the stakeholders in the TRP measurement system.” Further, Trai said that multiple data collection agencies need to be encouraged and that BARC India should limit itself to publishing the ratings and framing methodology and audit mechanism for rating agencies. While BARC India hasn’t issued an official statement, the recommendations from Trai are seen by many as a way for the government to get involved in the audience measurement.

Government, Trai and Long Journey of Need to Revamp BARC

In December 2018, MxM India, a business-to-business media company in a blog post said that the government must not have a role in the television rating process. The post was in response to Trai issuing a consultation paper on the “Review of Television Audience Measurement and Rating System in India.”
