The big scoop in this rumour is that Xiaomi has integrated Intel chipset coupled with a 1.8 GHz CPU, in contradiction with the MiPad 7.9, which comes integrated with Nvidia Tegra SoC.

The MiPad 2 might boast the same screen size of 7.9-inches with 2048×1536 resolution, just like its predecessor. It can also comes with 2GB of RAM along with 16GB of inbuilt storage. It might run Android 4.4 KitKat with MIUI on top.

Intel is said to pay tablet makers to use its chip. So this would mean reduced cost for Xiaomi.

In future Xiaomi could launch a Windows 8.1 or 10 tablet as Microsoft gives windows 8.1 free for tablets less than 9 inch and Intel chip make it full compatible.
