India is divided into 22 telecom circles wherein West Bengal is divided into two telecom circles , one is Kolkata which is the metro circle and the other one is Rest Of Bengal which is B circle with Sikkim & Andaman Nicobar Islands.

As of now , no other operator is levying roaming charges between two circles as a large number of people visit Kolkata on a daily or a weekly basis.

While , Aircel has started charging one rate across 5 south Indian states & has also removed incoming charges among these circles. TATA DOCOMO's move is a bad one as it may reduce their user base in these two circles .TATA DOCOMO's user-base is bleeding sharply as it doesn't have enough networks and 3G spectrum in this circles. TATA DOCOMO'S 2G network is popular among young users across Kolkata.
