Idea was already having a 7 rupees 3G pack in Kolkata circle offering 30 mb 3G data for a long time.In kolkata Idea has ICRA with Vodafone.Dont know about 3G but 2G is totally shit.I have heard that at many places they provide sims without documents with lucrative offers. They are use and throw sims.Once the offers get over, people throw away the sims.

Many operators do so. Particularly in places where there are universities and coachings, its common even though you will have to pay much higher price also many don’t take physical verification of the customers seriously. Even Vodafone store guys weren’t serious about it 😉
