India’s 2G Spectrum Auction Ends, Operator And Circle-Wise List of Winners

India’s auction of 2G GSM spectrum (1800 Mhz) ended today after 14 rounds, according to preliminary reports by DoT, Norwegian telecommunications group Telenor  (known as Uninor / Telewings) won 2G Spectrum in six telecom circles and Videocon won in six telecom circles. Idea Cellular won in all seven telecom circles in which it was set to lose its licence after the court order while Bharti Airtel won spectrum in one circle and Vodafone India won in 14 telecom circles.

Telenor – Uninor failed to get 2G a licence in Mumbai,  Kolkata and West Bengal telecom circles.  Idea Cellular, Videocon and Telenor have to win  5 MHz of spectrum, divided in blocks of 1.25 MHz each, to continue their services in 6 circles out of 13 circles where their licences were cancelled.

However, existing players  like Bharti Airtel and Vodafone India whose licences were not affected by the Supreme Court order, who bid for two blocks to get extra spectrum to improve their services in respective circles.

The auction of 2G spectrum done by DoT on the orders of the Supreme Court, got a very poor response and ended after 14th rounds on the second day of bidding. Auction fetching the government just Rs. 9,407 crore, a fraction of the Rs. 40,000 crore in revenue that the government of India had hoped to get from the exercise.

Two key circles Delhi and Mumbai had no bidders; neither did Karnataka and Rajasthan. The government may put these circles on auction again later, but may have to rework prices. No Mobile Operators applied for Pan India licence, due to base price of Rs. 14,000 crore for 5 MHz of GSM spectrum in all the 22 telecom circles was too high. The DoT had planned to hold two separate auctions for airwaves used by GSM -1800 Mhz and CDMA – 800 Mhz. But the CDMA auction had to be cancelled after both bidders Videocon and Tata Teleservices (Tata Docomo) withdrawn their bids.

    @Harish,

    Though Spectrum made available to telcos in this auction is liberal yet companies will not be able to use it for 3G and 5MHz is very little to operate 2G Voice and Data and then for 3G data also. It’s not like CDMA where you can provide a separate line for Data without affecting the voice users.

    Others companies are holding atleast 11MHz of spectrum per circle in different bands and some even holding 15MHz like BSNL to facilitate all types of services like 2G Voice and Data, 3G Data etc. If we also include 20MHz of BWA available to some operators this figure is as high as 32-34MHz in some circles.

    So you just can’t expect a company holding only 5MHz and that too in an inefficient band to provide different services using very little amount.

    The other reason include lack of eco-system for 3G on 1800MHz but spectrum is the biggest concern.

    Now, Vodafone is blocking SMS from TATA ana Loop (Mumbai) and also asking 10p/sms for SMS termination to its network.

    Now among Cartel/AVoId whatever you call, Idea is remaining, surely will follow the same way, will block SMS from Uninor/MTS or may be BSNL/MTNL.

    Just forcing other network to increase their SMS tariff.
    So, for revenue the operators except Cartel/AVoId must have to increase their SMS tariff to minimum 15p or 20p /sms.

    The days of lower SMS tariff, or 100 SMS/day is likely to be gone, due to this Airtl, Voda etc.
    So, I appeal to the young Gen to AVoId this Cartel.

    Lets see what plan Govt follow now.

    Btw India is always on the forefront of creating an artificial scarcity of spectrum no matter what band it is in. Take an example of 900MHz band. Only 20MHz of spectrum or even less is made available to telecom operators for civilian use and around 65MHz of spectrum is under defence control. Instead of re-farming this band, Govt should allow companies who are having spectrum in this band to retain 5MHz and vacate exceeding it. Currently they’ve decided to allow retention of 2.5MHz only. Ask the MoD to vacate atleast 15MHz of spectrum in 900MHz band and put 15 + the spectrum vacated by operators exceeding 5MHz mark like in some area operators are holding 6.2-9MHz on auction. Invite the bids for that to discover market price of spectrum and ask the operators holding 5MHz to match the highest bid.

    BSNL was also allotted 5MHz of 3G well before the auction and had been asked to match the outcome. The same process can be followed here and operators will also don’t have to worry of losing airwaves in 900MHz band.

    But last time MoD took more than 4 years to vacate only 15MHz of spectrum for 3G. If Govt now ask them vacate more spectrum in 900MHz band, they will again take time. But as license renewals are 2 years from now, this process should be initialized. With this atleast 5-6 players will be able to use 900MHz frequency band.

    This time too Govt created artificial scarcity in 1800MHz band when enough spectrum was available due to cancellation of licenses. SC has already asked them to reply on the issue that why it was done when they ordered something else.

    Which world you are talking about? We have to look at our country and trends here not the others. 2G spectrum is required for voice and in a country like India where not even 10 percent mobile users possess a 3G phone, having a complete shift to 3G for both voice and data will be a non sense. 3G spectrum is also limited to 5MHz only and what about those places where 3G isn’t available? At those places users will be left with no coverage or will not receive any signal if they don’t have 3G phone. So having 2G networks is a must. 3G also have coverage issues due to 2100MHz band and we can’t afford to have a new ecosystem for 3G on 1800 or 900MHz as it will force users to buy new handsets with 3G band support to 900/1800. Many of phones even launching today have support to only single band i.e 2100MHz.
    Moreover the uncertainty that looms over refarming of 900MHz making the situation even worst that’s why Sibbal said we try to make policies that can benefit everyone.
    Yesterday I read an article in which one of SC lawyer suggested that all the 122 licenses should be reinstate and Govt ask companies to pay an amount which shouldn’t put much burden on companies and Govt also formulate a mechanism for better revenue sharing and that’s what I’m saying since cancellation of licenses.
    Govt would have got around 50-60K crores in auction if base price was set at 5,000 crores and all the spectrum was put on auction. First, CAG messed up things by giving a figure which was more of a stupid thing and then TRAI recommended a price by just considering outcomes of 3G and BWA auction.
    Cancellation of license messed up sector as it’s not that easy to re-work on policies in a stipulated time. Look at GST which hasn’t implemented even after 4 years as some find it good and others take it bad and now GAAR issue. Is this how work is done in a democracy where everyone is ready to paralyze Goverment? BJP or any other party just fooling people by terming every step of Govt as Scam and not explaining the issue in a right way. Why not they come out and explain the consequences of giving spectrum or any other natural resource through auction at a high price? BJP is taking on Govt but they are also responsible for for bringing country to this situation.
    This auction has made the things more complex as price is accepted by some companies in 80 percent of circles. Now Govt has to take a stance by revising price in all circles and return the remaining amount back to companies. If they want foreign companies to participate in future auctions, they will have to create a business environment where everyone from Govt to Companies to consumers gets a win win situation.

    I completely agree with what Mr. Saurabh has said. The base price for auction should have been set low. The honorable Supreme Court of India also suggested the same that all the spectrum vacated should be distributed by auction process and let the market decide the price of it. During 3G auction price was set too low and operators or the market decided the price by bidding. The same process could have been followed this time too and we had seen more foreign operators participating in the auction process who would’ve bid aggressively and Govt had garnered much more than what they got now. I think the auction that happened few days back must be nullified and policies should be re-worked to bring telecom sector back on track. There is still a hope which can make telecom booming again in the country. It will also help to attract foreign investment in other sectors too which is long pending due to uncertainty in this particular sector. It has affected overall business environment in the country. I know it won’t be that easy but it can be done.

    At the last moment the filed the case in sc.All these are politically & corporately planned.
    Uninor knows that they have a very good customer in wb & kolkata.After all they are doing there business,and I think they knows it very well.
    They will not let it down so easily…So just chill….

    One has ensure the network availability in areas of commuting/roaming before jumping in, especially with regard to RGSM, Docomo and Aircel ! Else face the music for 90 days ! OK in urban and to some extent suburban areas, but rural….?

    well, then one who roam a lot should go for airtel. But i am asking to uninor subscribers & uninor is also a “urben” mobile service ,not available in rural areas.

    I forgot to mention one thing in my previous post that the population indicated was of Kolkata district only and not entire Kolkata telecom circle which also include other areas.
    The number of mobile subscribers in Kolkata are 1/4 of Bihar but it is also true that revenue per subscriber in Kolkata is more than in Bihar incl. Jharkhand.

    All in all Videocon is ready to serve around 53 crore people across 7 circles in next 5 years. Lets see how much customer they get. If they do reach 25 million mark, it will be remarkable. I hope they bring more area under their coverage.

    Videocon has to pay around Rs.2250 crore for 6 circles of which 1651 crore was paid in 2008, DoT also holds bank guarantee of around 850 crores and this time they deposited Rs.648 crores as Earnest money. So around Rs.3142 is already deposited to the DoT and Goverment will have to return the remaining amount by deducting Rs.2250. So Videocon is ready to get back Rs.892 crores from Goverment. lol What Goverment gained in 2012 is nothing.

    Beside this lets see what MTS do to Goverment but it’s clear that Govt is in trouble now. They also have to return amount to operators like S Tel, Etisalat, Loop etc.

    Goverment should revise the base price in 4 circles and put all the spectrum in 1800MHz band for a re-auction on Pan-India basis and MTS licenses should be reinstate by asking for nominal payment.

    I am from West Bengal. Maximum 9 connections theory is not applicable to US. A person can take maximum 9 connections in A service area.
    So, We can take 9 (W.B. Circle)+ 9 (KOL Circle) = 18 connections, with out any problem.

Most of the people posting don’t know the facts and saying blah blah blah or whatever coming to their mind like someone posted why Bihar got more aggressive bids than Kolkata and that person is lazy enough not to find the facts behind it himself.

    The reasons behind why Videocon and Telenor shown aggression for Bihar circle are-

    1. Bihar is a C category circles and Kolkata is Metro category circle. The base price for Bihar for 5MHz of spectrum was set at Rs.170.04 crores as it comes under C category while that of Kolkata was Rs.454.88 crores for 5MHz i.e 4 blocks.

    2. Bihar also include Jharkhand circle i.e it is 1 circle for 2 states while Kolkata is separated from West Bengal and 1 state is divided into two circles.

    3. The population of Bihar+Jharkhand as per 2011 consensus stands at 136,770,875 while that of Kolkata it is just 4,486,679 and even if population of West Bengal is also added to it, it is not even 1/10 of Bihar incl. Jharkhand.

    So paying Rs.185.72 crore for Bihar incl. Jharkhand circle having over 13.5 crore population makes more sense than paying Rs.454.88 crores for Kolkata having just over 45 Lakh population.

    On an average or rough estimate Videocon and Telenor paid Rs.14/person for Bihar incl. Jharkhand while that in Kolkata it stands at Rs.1008/person.

    But one thing is also true that they will have to spend more on setting up infrastructure but yet they can recover cost easily by just adding 5 million customer.

    Somebody also asked that why Idea didn’t bid for Karnataka and Punjab circle when they also lost license there? The reason is Idea tookover Spice Telecom in these two circle in past and Spice had its licenses valid till 2019. Idea also applied for license for these two circles in 2007. So they were holding 1 license of Spice Telecom and 1 in their own name which is now cancelled. So they can continue in Punjab and Karnataka using Spice Telecom licenses which was merged with Idea. Another good thing is Idea can now launch 3G in Punjab next year as DoT will allot the required 3G spectrum to them in January.

    Videocon is the only one to retain license for Haryana circle and I was sure that they will retain license here. The next thing to look out for is whether they hike tariffs or not. They will also have to reconfigure their network as they were allotted spectrum in different range before and now they have the range 1814.60 to 1819.60.

    Vodafone bid for 2 blocks here totalling 2.5MHz but currently they hold spectrum in 900MHz here. I don’t understand that as per auction rules a company which wasn’t holding spectrum in 1800MHz band had to be treated as new operators and another rule indicate that new operator has to bid for minimum 4 slots. Then how come Vodafone got spectrum for 2 blocks. They were not eligible for extra spectrum category. Another thing is top-up spectrum was to be made available after 8 blocks. When only 6 or I should say 4 blocks were bid, how Vodafone was allowed to add top-up spectrum. Things were really messed up. This matter should be raised with DoT and Vodafone’s bid should be cancelled.

    BSNL is going to hold 5 Mhz of 900 Mhz spectrum pan India as one operator can not hold more than 5 Mhz of 900 Mhz in forthcoming auction. Fight is only between private operators for this band. The 5 Mhz slot will be reserved fot MTNL and BSNL and rest of the spectrum in 900 Mhz band will be put in auction.

    The tariff hike has been already started. In Delhi AIRCEL & VODAFONE has revised their default “Per Sec Plan” as well as “Per Min Plan”. All Local mobile calls- @ 1.2p/Sec, All Std mobile calls @ 1.5p/sec & All calls to landline @ 1.5p/sec.

    Only MTNL is offering cheaper call rate.
    MTNL 2 MTNL- @ 1p/2 sec (20p/min)
    MTNL 2 Others- 1p/sec (50p & 60p/min)

    Yup.. itz very clear that airtel is playing a good game now. Because the airtel only bids for “assam” circle and they are waiting for the 900 mhz auction which is very efficient for operators to provide 2g services. In kerala The Airtel has got spectrum in 1800 mhz… because of this the coverage is less when compared to other operators like idea, vodafone and bsnl which the three of them has got spectrum in 900 mhz already in kerala. So, i hope that the airtel will bid for 900 mhz in kerala. . . :)

    I was also having cheers etisalat sim which shut down operations after 2G license cancellation but they were proffessional enough to inform about the shut down and tell all their customers to MNP to other operators……unlike VIDEOCON which is showing such highly unprofessional behaviour……never expected this from a big company like Videocon…..its not big as I thought i guess…..just another INDIAN company…..a piece of shit!!!!!!!!

    hi if i port tata docomo the default call rate is 1.5p/sec even then i am ready to join them but in mumbai except uninor nobody is accepting mnp request for prepaid all operators want to give postpaid connection under mnp

    Videocon license was canceled in TN also, after JAN 2013 they will shut their services here. After this auction, AIRTEL, AIRCEL, VODAFONE, BSNL, RGSM, DOCOMO AND IDEA are valid licensed GSM players.

    1. I think that reliance ind. did not participated in these auctions because it is waiting for auction of 900 mah spectrum, which is next in auction.

    2. Govt. did not get expected revenue so it will try to get it from one time spectrum fee beyond the limit.

    3. I don’t understand why govt. do not allow to use 800 mah spectrum in gsm tectnology, It should be aloud to use in both gsm and cdma. 800 mah is more efficient so there will be less infra. needed and will be better coverage.

    hi i hav Uninor Maharashtra sim. i use it daily as i go work in mumbai.if uninor has lost license in mumbai whose network can we use in mumbai? may be i think its loop b’coz now a days where ther is no uninor coverage it automaticaly gets latched to loop network and call rates same except that discount plan !

    Are those people really mad, asking what about this or that circle? Can’t you just read against the operator’s name in this article. If your circle name is mentioned, company has retained license for that circle and if not, they said goodbye to those circles. 80 percent people posting here are complete fools just like 80 percent Indians being fools and knows nothing.     till 18th january 2013 uninor will continue its services in Kolkata, West bengal and Mumbai…After that the licensed will be cancelled ……so, till 18th jan 2013 we can use uninor’s services in those circles…….already in those circles Uninor has moderately strong user-base ….so lets see what happen next……

    Airtel already have excess spectrum (above 6 MHz) in all circles but vodafone has limited spectrum thats why they bought one block of spectrum in 14 circles. Any way here after we cant expect any cheap call rate in TAMILNADU. Now IDEA is the only new operator but they are charging 40p/min call rate when we are in Non IDEA towers even we have booster packs (they have their own towers in districts head quarters only not in small towns) . Next option Reliance GSM, their ‘THALA PLAN’ is great. And 3rd option DOCOMO, Still they are giving local 1p/2sec at RC28 with 60days validity and even we are connected in aircel network we get same tariff not like IDEA. Rest of all incumbent player so we can not expect cheap call rate from them. We miss UNINOR and their RC38 plan a lot.

    Uninor circles which they won were on expected lines.Ideas circles won are also on expected lines they would have lost spectrum if they have not won back the spectrum.Uninor is only the operator that Bid for Andhra Pradesh.
