My BSNL mobile prea paid phone was runing under 1 paisa/second plan ,but suddenly I watched in this january 2013 that it is being deducting Rs1/minuts for my calls. What should I do to go back in the previous 1 paisa/second plan?

Kerala telecom is having pay per second plan with 1 paise per second for all outgoings including std & roaming. Why TN-telecom copy the same, as states crossing people are much more ? (TN has 1.2 ps/sec for other N/Ws + @ 1.00 Re roaming charges)
