On January 20th,2016 Trai came up with a consultation paper named "Draft Direction under section 13, read with clause (b) of sub-section (1) of section 11, of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997) to service providers for delivering broadband services in a transparent manner by providing adequate information to broadband consumers".
This paper suggested defining broadband as a 512kbps connection. SAVETHEINTERNET coalition took part in this consultation process and submitted its comments asking TRAI to define broadband as anything that provided 4mbps bandwidth without any FUP.
However the TSPs did the unthinkable and mentioned in their comments that telcos should have the freedom to throttle speeds to 64kbps post FUP on any plan stating misuse and other aspects.In 2016 we have our telcos trying to take us backwards to the dial up age and claim its actually necessary.
