TRAI Asks DoT To Cancel Licences of Telcos That Missed Service Rollout

The Telecom Regulatory Authority of India (TRAI) today asked Department of Telecommunications (DoT) to cancel CMTS/UAS licences given to telecom operators including Cheers Etisalat DB (Swan- Cheers Mobile), Loop Telecom, Uninor, Videocon, MTS (Sistema-Shyam) and Aircel that have not met network roll-out conditions set by the authority.

TRAI has recommended cancellation of 20 licenses of Loop Telecom, 15 of Etisalat DB, 11 of MTS/Sistema Shyam, 10 licenses of Videocon, 8 of Uninor, 10 of and 5 licenses of Aircel.

Earlier The Comptroller and Auditor General of India’s report revealed that most of new operators, who obtained the initial 4.4 Mhz spectrum in 81 service areas during the period Apr 2008 to Jan 2009, failed to roll out the commercial telecom services in any service area till Dec 31st 2009. The report also slamming the Telecom Ministry for irregularity and impropriety in giving licences to new players in 2008, causing a loss of a whopping Rs 1.76 lakh crore to the exchequer.

According to the CMTS/UAS licencing conditions, the licencees/operator were required to roll out the telecom/mobile services in 90% of service areas/circles in metros and 10% in district headquarters within 12 months of the date of award of licenees.

    i think, it taken 2.5 years for cover rural areas, how, we can cover with in 1 year,
    all companies paid less money for liceance, that y all the companies are giving very less tariff then airtel and vodafone and idea, they paid more then other companies per year, one think u want to know, every company have their own image, u dont get spoil

    yes but even though there is 1 signal u will get crystal clear network that is more important. coverage will improve in 6 months-1 year definitely. first of all crystal clear network is important. where as some other operators give full coverage but voice clarity is worst. in those cases, Uninor is much better operator

    my dear arjun even though the coverage is bad of Uninor but they have very good voice clarity that is foremost thing. if the coverage is full, there is no voice clarity then we cannot talk properly. so i do not think it is worst in Karnataka,Andhra Pradesh. Uninor has to think of improving the coverage only.

    At least cancel their licences and give it to companies which are ready to roll-out for eg. Tata DOCOMO. They are ready to roll-out their services in places like Delhi but not getting start-up spectrum.

    aur waise kuch bhi ho jae BSNL ka number bandh nahi hoga…so switch to BSNL as soon as MNP arrives…inn private companies ka kuch pata nahi hai kab india ko bech dey, yeh profit kha k baag jae…..

    i am sure that very few of the 69 licenses will actually get cancelled. And a large part of the blame goes to our culture… We just build things first and easily get it regularised :) same thing will happen in telecom also. aap likh lo – there will be some penalties here and there but ultimately very few licenses will actually get cancelled. hamare yahan sab chalta hai…pehle chori karo aur chhota fine bhar ke usko regularise kar lo !!!

    i got 7 uninor sims for free with 48rs talktime and 8 sim for 15 rs with same TT,so we r notfools and they give the sim with 198 recharge voucher for 100 Rs. my friend uses new sim for every month.This month Aircel offers rs 280 for retailers those who activate the sim with Rs248. free talktime is120 rs.

    I only pity the employees of these companies…. customers always have choice. these days sim card is available for free with lifetime tariff of 50 paise per min. RCOM was even free sim card with upto 40 Rs talktime in it. Happens only in India….
    There are 7 operators already in TN. so even if licenses are cancelled i dont think customers will be affected a bit

    Now with uninor opening uninor hubs in rural places u can expect coverage from them and CEO of uninor recently told tat their aim will be to offer economic plans to rural people and even telenor is not going for consolidation which will occur in next two years. Telenor has raised loan of 10000crores for network expansion.

    Dear arjun wat ur telling tat uninor doesnt has coverage in villages is true but people are not foolish to use. have u tried speakin for more than an hour in uninor? i bet u u ll be impressed by its voice clarity n its ability to deliver crystal clear network wit 1 network bar also. Now from past 2 weeks u ll get best gprs speed wit uninor. im using aircel & uninor but frankly speakin uninor’s network and customer care quality is 10times better than aircel.

    Use all the unutilised Talktime from your prepaid balance of your mobile operators like Loop,Videocon,Etisalat quickly so that when services are stopped by these operators you will not face loss
    Aircel,MTS and Uninor may just survived this scare with a heavy fine

    Dear Friends, Every one is saying their thoughts…but no one is ready to think about the employees of these companies…Each company has created more then 10000 jobs in india as of now…What they will do if DOT cancelled the licence…
    Think about family members of these employees…Its a mistake of the govenment and it should think about alternative solutions…each company has invested 1000′s of crores in indian market…

    I don’t see anywhere the case of IDEA – SPICE being mentioned .. ? Does the licences cancelled also include that of extra 6 which IDEA holds. Post merger IDEA has two licenses in 6 circles .. ? This is most clearly violating the rules that no operator can have stake more than 10% . Also there has been no roll-outs made using these licenses .

    UNINOR MUST BE TERMINATED OUT OF KARNATAKA BECAUSE UNINOR IS HAVING WORST NETWORK COVERAGE IN MOST VILLAGES INFACT IT’S A BIG SURPRISE THAT UNINOR IS ACQUIRING MORE CUSTOMERS THAN AIRTEL AND AIRCEL IN KARNATAKA I DON’T KNOW WHY THIS FOOLISH PEOPLE GOING BEHIND UNINOR NEGLECTING AIRCEL AND AIRTEL AS THEY ARE THE 3G LICENSE HOLDERS AND AIRTEL IS A TRUSTABLE MOBILE OPERATOR OF KARNATAKA AND AIRCEL IS ONE OF THE BEST SERVICE PROVIDER OF KARNATAKA

    None of them have no. of customers even equal to their employees.
    Except for MTS and UNINOR who have a good no. of customer base . But I dont think their licenses will be cancelled. instead they will be fined heavily for late roll-out.

    Read the post again. It is clearly written that the operators including Aircel should have completed it’s pan-india service within 31st December,2009. So, licence of Aircel also liable to be cancelled.

    Read the article carefully guys. All the licenses recommended for cancellation should have launched service in at lest 10% of districts within one year, i.e., by 31st Dec 2009. But they did not. Why ? The operators cannot and should not be given any more time, nor should they be allowed to give any stupid reasons for the delay.
    And that includes Aircel too. They have launched their services in just 2 districts of Rajathan out of a total of 33. That too almost one year after the stipulated time. This is just eyewash.
    Their licenses should be canceled without delay.

    Tata DoCoMo has still not received the spectrum for Delhi and most areas of J&K, Assam & North East circles. TRAI cannot cancel something that has not been alloted in the first place.

    etisalat ismaking delay as they want to give world class services…..its services will be better than airtel,,,there are going on for last 1 year and they are almost prepare to launch there services across india at once…..they have used the best available bts for best coverage

    This play with the new operators rolling services is like a teacher asking students daily if they have done their home work or not …….
    This teacher was caught by the officials and now the student character was out to the parents the public,

    This should be the beginning of the change now in Telecom of India and now atleast keeping this in mind the future transactions and operations should be daaam good is what i feel….

    Companies are rolling out 4G in other part of world and here companies aren’t able to launch 2G.

    Actually these companies got licence very cheap and are waiting to sell these licences to others who pay them high. Actually these companies making money doing nothing.

    Its not true friend. I know him personally. He is not of that kind person. I congratulated him by email after taking charge of Telecom Ministry.     I was geting loop signal for last 6 months but it never launched. Where as Videocon came to w.b but no signal is kolkata. Very good step by trai i am happy. Unitech has misused telenor. Kolkata already has 10 operator.

    Sorry.. this move will again a boost for the biggies – Airtel, Vodafone, Aircel, Idea. Please remember, these small and entry level players(Include Reliance, Docomo -for their entry game) are very useful to bring the call charges low. Otherwise they are all plan to make one network.

    IF WE LEFT OUT AIRCEL, LOOP MOBILE ACQUIRE 23 UAS /CMTS LICENSE LICENSE IN 1994, AND LOOP BRIBED THE TELECOM MINISTERS AND AIRCEL GOT 17 UAS /CMTS NEW LICENSE IN 2008 SO AIRCEL LEAVES OUT IN THIS CATEGORY I THINK SO

    Ye company jinke liacence cancel ki baat trai ne ki hai bilkul sahi hai kyu ki licence to liya kam paise me A. RAJA ke time par aur network nahi de paye.cancel karo in sabka liacence.

    Very Good recommendation from TRAI Kapiljee should consider these recommendations and should start fresh allocation of 2G spectrum to generate the lost revenue in a transparent manner.

    Its indeed a good move! There is no point allowing these operators to keep blocking the spectrum when they could not meet the roll-out targets. Rather these spectrums should be freed and be allocated to other operators who are performing well and meeting roll-out targets. This will not only result in better network coverage and improvement of teledensity, but also will improve the quality of services in greater benefit of the subscribers.

    can you share the CIRCLE WISE impact of each operator?
    Now that AIRCEL has a pan-India presence which are the 5 circles likely to be impacted?

    This reminds one of KOSHIKA TELECOM that had its license cancelled (for a different reason) in 2000 and thousands of customers had to switch over to AIRCEL.
    (Then known as AIRCEL DIGILINK INDIA LIMITED).

    TRAI has recommended cancellation of 20 licenses of Loop Telecom, 15 of Etisalat DB, 11 of MTS/Sistema Shyam, 10 licenses of Videocon, 8 of Uninor, 10 of and 5 licenses of Aircel
    which are these circles for Uninor and Aircel ?
