In an attempt to provide greater benefits of Pay Per Second tariff with lowest monthly commitment to its Postpaid GSM mobile subscribers in Mumbai, India’s first 3G mobile service operator Mahanagar Telephone Nigam Ltd (MTNL) today renovates its Dolphin Postpaid Plan-149 (2G/3G) which comes with Pay Per Second tariff at fixed monthly rental of Rs.149.
MTNL today announced that the users of this plan now will get free talk value worth of Rs.100 per month which can be used to make Local and STD calls to any Network across India.This postpaid plan is applicable for 2G and 3G customer of Mumbai telecom circle
With this plan customer can make Local, STD,Voice and Video call to MTNL Network (Mumbai-Delhi) at just Half Paisa per Second (one Paisa for 2 Seconds) while Local, STD Voice & Video calls to any network across India will be charged @ just 1 paisa per Second. The Local, National and International SMS Charges will be 25 paisa, Rs.1 and Rs.2.50 per SMS respectively. With this plan 2G and 3G customer can use GPRS/Mobile Broadband-3.5G just at 1 paisa for 10 KB by default tariff.

Yes Sanjay I have checked the details and also you can check the details here with this link: http://dolphin.mumbai.mtnl.net.in/cominfo/tariff2.html they have just mentioned 1 ps/10 KB for this plan and for all other plan they have mentioned as 2G and 3G …!!!

Yes it is available for all new and Existing subscribers of MTNL Mumbai and subscriber can migrate in this plan just by calling on 1503 from their MTNL Mobile, MTNL Website has details of this plan,just check properly.

Prepaid always the cheapest one in each and every operator its not new thing which you commented
. MTNL providing its best which they can, with this postpaid plan if you compare it with any other Normal postpaid plans of any GSM/CDMA mobile service operator of Mumbai than MTNL win in terms of the tariff,Free call value,Free VAS (MCA/CLIP) and also on the cost of postpaid.
With Postpaid connections MTNL also provide 2 Operator roaming (one BSNL and one more like idea,Reliance telecom etc) which is not available with Prepaid one.
So if you want to compare this plan than compare with POSTPAID not With Prepaid!
and Vodafone,Airtel,Idea,Aircel,Reliance,Tata,Loop,Docomo and MTS No one giving the Best postpaid plan at Rs.150 which is given by MTNL.
and on 3G service where MTNL has monopoly but they provide it at the cheapest rate like video call at Half paisa and one paisa per second as voice call charges!

here every month u pay 49 rs for the same .waha its just 1 time rental.
