1.For other exchange, you can send request for desired number via online on the same portal.
2. MTNL runs on on many exchanges with some geographical areas / boundary as old system while Airtel which is new operator in terms of wire-line, has very limited or signal exchange so land-line number can be shifted in any area with same number (not all the time or all cases). However MTNL providing Number Retention Facility to resolve this issue for business customers check this post –> http://telecomtalk.info/mtnl-launches-number-retention-facility-on-fixed-line/49949/
3. MTNL providing Landline services in all areas across the city while Airtel still not providing the same in many area across Mumbai.

Good effort – however will not be a success, since one must bid for fancy numbers only in that particular exchange (ie person living in CENTRAL MUMBAI cannot avail a SOUTH MUMBER landline number) – this is one major drawbacki of BSNL/MTNL, as other operators such as AIRTEL (wireline) and RELIANCE / TATA (8 digit numbers) allow one to carry/use the same number ANYWHERE in the same STD code area

Good efforts to generate some revenue for corporates or companies who love the premium numbers.
