I think it is formality to show that the sim card price is 49 rs.. I guess everyone will get the sim free of cost and just have to pay first recharge’s money (may be not full money). I am saying it 4m my xperience. When uninor lunched in west bengal, i went buy sim and i had to pay just 20rs where the 1st recharge’s money was more than 40rs.
