Bulk SMS Ban Creates Confusion Among Customers and Operators – Five SMS a Day, or Five SMS together in Bulk at a time?

On August 17th, Govt of India banned all “Bulk SMS” and MMS services for 15 days across the country to curb spread of rumors which has led to exodus of North Eastern people from certain parts of country by issuing directive to all mobile service operators.

While the ban was on “Bulk SMS” it soon became apparent that the ban did not intend to restrict only BULK sms but also all SMS sent from individual SIM cards, once the count of SMS exceeded 5 text messages per day per SIM.

It has been just 2 days since this restrictive order, however it has already created huge confusion among operators and has impacted almost all prepaid subscriber (more than 90% of total mobile users) in India.

The Directive to Ban Bulk SMS and MMS clearly asking all mobile operators not to allow mobile phone users to send more than five SMSs or MMSs in Bulk or at one go over the next 15 days (as we shared in earlier post) but many operators have interpreted it as “Not more than 5 SMS per day per SIM card”, which has in turn ended up creating huge communication hurdles for many prepaid mobile service consumers across all circles.

At TelecomTalk we were flooded with Email, Calls, Tweets and comments on posts regarding this SMS Ban. We also got customer feed back from all circles across India from our esteem active readers, many postpaid subscriber had no problem sending as many SMSs as they wanted to at one go while many prepaid customers were barred from sending more than 5 SMSs during the day even some reported that they cant even send one sms.

There is huge confusion among almost all mobile operators  about the government/ DoT order to ban bulk SMSs / MMSes leading GSM Operator Vodafone India informed its prepaid subscribers in twitter stating “As per the instructions received from the Government Regulatory, there is a restriction on sending more than 5 SMS per day from prepaid numbers for the next 15 days. We regret the inconvenience caused.”

We also spoke with our sources across several operators including Airtel, Idea Cellular, BSNL, and almost all operators. Each of them said that they could not implement this directive for all their postpaid subscriber due to technical limitations in their GSM/CDMA system. However the same was not true for prepaid users, as the ban was almost immediately implemented as 5 SMS per Day per SIM. This has been done as5 SMS per Day per SIM because DoT’s requirement of  “5 SMS in One GO or Bulk’ for each or every subscriber is technically not feasible in current system across all operator.

Its the era of twitter and Facebook but it was surprising to see even the most active operators who are in social media didn’t care to inform its users except Vodafone India who was responding its each and every user stating why it was banned.

    Mr. sudhakar, a country is governed by the constitution (sanvidhaan) and not lkg books….and as per our constitution hindi is official language alongwith english…we in india do not have any national language….kindly look into the facts not lkg books…..

    Yes. I am a Vodafone Chennai Postpaid customer. I am able to send more than 5 SMS. Why the operators discriminate Prepaid users ?

    VODAFONE POSTPAID SMS ARE NOT CAPPED.. IAM ENJOYING FULL SMS FREE.. I THINK ONLY PREPAID IS AFFECTED, NOT OLD POSTPAID CUSTOMERS… GOOD MOVE BY VODAFONE FOR LOYAL POSTPAID CUSTOMERS.. THANK U.

    orders are not mis-interpreted. Info for TELECOMTALK also: Limit to 5/day was implemented after proper clarification from GoI to operators and it was very clear to limit to 5/day. Get latest info pls. And Dhirendra, any stupid will also understand that limiting SMS of its customers will not result into Benefits for operators, but infact will result in losses… How are operators benefitting??? Will u explain???

    I am very sorry to say that here some people are also commenting who are just like servant of the telecom companies. They are trying to turn the people into the favour of the companies.
    An idiot can also understand that ban on sms will certainly benefit the telecom companies. Sms have been banned for 15 days and the people who have started sms packs on their numbers will not be able to finish these sms now. so this will certainly benefit the companies as they are not going to refund the money nor they going to extend the validity of the sms packs.
    Tell me if this is wrong or just keep quiet and stop trying to turn the minds of others.

    our government is run by a bunch of idiots, what is the use implementing a ban on prepaid customers when post paid customers can send as many smses also all prepaid connections are given only after valid documents are submitted. The funniest part is that a prepaid customer pays a telecom company before a postpaid customer and yet he has to go thru this, also what is the guarantee that post paid customers will not spread rumours.

    i feel the congress government has not left any stone unturned to make sure that it does not win the election sad to say that it is a party that is associated with the great mahatma gandhi, i heard it in lage raho munna bhai that if somebody speaks the truth today uski toh vaat lagti hain and sadly the great mahatma fought for equality and here we are being discriminated amongst.

    some achievements why i will not be voting for the congress any more.
    firstly i am honest and a common indian citizen who is being discriminated against
    secondly the riots took place because we allowed nationals from other countries to come to our poor country and make it their home and set them up for failure. which means the congress in the past 50 years of ruling this country could not even seal our borders.
    thirdly, corruptions to the core,
    fourthly, anna was present all this time, but why did he choose to agitate during this governments rule it was because corruption is rising faster than the temperature of the curry on the stove.
    not to mention inflation has hit the roof and the prices are killing the common man, where his wages do not increase in the same ratio.
    from the past history of my nation to where it is right now i don’t think the congress has done a great job.

    i don’t want to say this but it is rightly said in marathi jyachi jalte thyalach kalte.

    i don’t think any of the politician has been in a situation where he had not had a meal in the afternoon or has not been able get out of poverty because our government cannot get their policies right and get exploited because he is poor, because if a politician did he would have done the right thing.

    5 SMS per Hour or block same content being send more than 1 time by means of pattern matching alogorithms !

    5 sms per day is not acceptable.. Why should any officials come up with the clarification regarding the ban 5 sms or 5 bulk sms still?

    hindi is NOT THE NATIONAL LANGUAGE OF INDIA. There is no national language. Only OFFICIAL LANGUAGE (English) and REGIONAL LANGUAGES. Understand this first. Search in google and see what Gujarat high court told.

    This is just a test by Govt to assess the reaction of public towards ban of communication media! I am sure we can see more of this.     Once this ban is lifted ie on 31st Aug, the same rumors may again start spreading. So what would these govt people do? Will they ban sms in India forever????

    This is ridiculous…Meaningless decision..i don’t understand y sms is banned for 15 and limits sms 5per day…Today 80%of peoples are using social network..if anyone wants to creat an issue abt Assam they can be done using that social networks.
    There is plenty of day has to come after this 15days if the rumours are spreading after this 15days what will be the govt reaction.
    Dear Provider prepaid users are also ur customers we availing all the offers by paying correct amount at same time.I.m paying 44Rs for 3000(200sms per day.my validity ends on 30Aug.today is 20th Aug only 10day .as per govt rule 5sms per day that means 50only i can send n i’ve more than 2000sms my recharge amount will be refund?)

    “I regret to inform you that, as per a government of India directive, bulk SMS and MMS has been restricted, please be informed that you will be send upto 5 SMS/MMS per day till 31-08-12.
    I would like to inform you that this restriction is for prepaid and postpaid customers.

    COAI associated Mobile operators implemented the govt instruction for pre-paid customer only , for postpaid they didn’t block. However operator like Tata Docomo who are not part of COAI implemented restriction for bot pre & post

    You are all talking as Indian subscribers in India. Think about the Indian subscribers who are on INTERNATIONAL ROAMING. Eventhough each SMS costs Rs.25 to Rs.30, some subscribers may send more than 5 SMS sometimes. Think about their situation if they cannot buy the SIM of the visited country (staying only for some days, changing the country (tour) etc).

    They will be left stranded or have to pay more amount to buy the SIM of the visited country.

    I have asked for the refund. But CC have not answered for question regarding the refund. I have also asked them to extend my SMS pack validity, but they said its not possible. CC dont have an answer on “why its not possible?” and “refund”.

    All operators use evry possible opportunity to loot customers and make profit.

    Root cause is UPA GOVT. and they have started a blame game with Pakistan Govt. on exodus of NE people.

    The nation is soon going to be waking up to celebrations – Eid on Monday (August 20th, 2012), and it is during festivals that services like SMSes are used in aplenty – bulk SMS is the norm. But with the ban effectively in place, it leads one to wonder, if the festive spirit will fizzle.

    And the heights of stupidity from Govt. They wanted to ban bulk SMS. But anyone can go online and buy packs to send bulk SMS in thousands. If they wanted to actually ban they should have banned web gateways and sites that allow users to send free SMS.
    I am not able to send SMS from my phone but I am very well able to send multiple SMS to many people at one go using sites like Site2sms, fullonsms etc.
    If I want to spread rumours why would I do it from the number for which I have submitted all my id’s and documents. Why not buy a cash card like oxicash and redeem it online for buying thoysands of SMS to spread rumours without disclosing my identity.
    All these govt department, ministries are run by people who have just few years left to their lives, they dont know how actually technology works. The SMS facility they are banning is not gonna make any difference except people getting one more reason to curse central govt which has already proved to be the most corrupt and inefficient of all so far.
    I am an adult but I have never exercised my right to vote ever. But in last few years looking at the deteriorating condition of this government I have made my mind to exercise this right in next elections and that will be against this government for sure.

    I regret to inform you that, as per the rules of Directory of Telecom an individual cannot send more than 5 sms per day for 15 days, please be informed that this is applicable for all networks.

    We would like to inform you that your concern regarding extend of sms pack validity cannot be possible .”

    we r going back to the age rationing of resources.now 5 smses…then these fools would say only 10 mins of calls per day…this will have to be challenged in the courts….right up to supreme court if need be….such whimsical orders have made India a laughing stock in the world…..coming to one of the points raised by one of readers…yes operators have to extend validity of the packs or refund excess monies..

    Okay… ur question is “How are operators benefitting”

    Everyone who send more sms will have one sms pack activated. To activating sms pack is we have already paid for what we have not even used yet… that is prepaid. We will pay first and use it later!!!

    Now, we have already paid for sms, but we cannot use it. So, we are forced to make voice calls, which adds adds up as extra expenses. Since, operators neither extend the validity of sms packs or refund the money paid, customer is in loss and not the operator. As we are forced to voice calls, operator will profited and customer is in loss.

    And SMS is not only used for forwarding some sms, there are many other good purposes and most of the people use it in their daily routines for many genuine reasons.

    In your own words “any stupid will also understand” how telecom companies are making profit in India with its stupid directives and with support of some “stupid” people who always blame others and don’t think of the reality.

    I think the operators are not ready to set sms lemit for postpaid costomers.Then y preepaid costomer has to face this problem .The operators give more importance to postpaid costomer then preepaid costomer but let me remember u all operators that preepaid costomers give u more Revinue then Postpaid costomers…

    dear telecomtalk you are requested to please contact to loop mobile in mumbai and tell them what government want… they block all msg now we can send only 5 msg in a day while government want to block only bulk msg they dont want to stop all msg please contact with them this is EID time we need to send many msg to our relative friends and other person please teach them as soon as posible

    orders are not mis-interpreted. Info for TELECOMTALK also: Limit to 5/day was implemented after proper clarification from GoI to operators and it was very clear to limit to 5/day. Get latest info pls. And Dhirendra, any stupid will also understand that limiting SMS of its customers will not result into Benefits for operators, but infact will result in losses… How are operators benefitting??? Will u explain???

    Dear Amit, i pity ur understanding of the situation. Peace can’t be restored in NE by banning SMS but rumors which are spreading in other parts of India resulting in mass exodus of innocent people can be stopped. And orders are not mis-interpreted.     is there anyone who can stop telecom operators from doing what they want? They always have confusions about the government orders and always misinterpret them in such a way that benefit them only instead of customers.
    And what should be said about government. We know very well which type of persons are available there in the government who pass such orders.
    Anyways it will be very interesting to see what will come out in near future i.e. In next 15 days.

    JAAGO INDIAN GOVT JAAGO !!! ATLEAST NOW REMOVE THE LIMITS WHEN THE CUSTOMERS ARE SHOUTING SO MUCH. ITS NO WONDER UPA GOVT HAS TAKEN THS STEP AS THIS CH*TIYAS THINK THEY CAN RESTORE PEACE IN NORTH EAST BY LIMITING THE SMS N MMS. MOREOVER OUR OPERATORS, LEAD BY SO HIGHLY QUALIFIED PEOPLES, CANNOT UNDERSTAND THE LETTER OF GOVT AND LIMITS THE SMS TO 5..     One Never Spreads Rumors and they are BIG and HUGE in Number.
    What if a 100 Rumor Spreaders Send SMS that makes 500/Day and then it Goes on and On.
    What about Rumors Spreading By Emails and What’s App kinda Apps.

    By the Way Government found out its not us The INDIANS but THE PAKISTANI’s

    Ban There SMS’s Damnit. BLOCK PAGES FROM PAKISTAN.

    MTNL is no exception. Till yesterday I was able to send as many SMS’s as like usual. But today morning around 10am MTNL Delhi has also banned sms’s. I am not able to send any sms from MTNL number anymore. So correct it in your article above, MTNL is no exception. I believe operators have taken it as an opportunity to loot customers. And lame TRAI and DOT as well as govt. is not coming forward either to rectify this blunder.

    Even if we send msg to a group, it will be send one by one. So the system can’t identify whether it is send in one go or separately. so the operator can only ban like this.(5 sms/day). its a technical issue.
