Remember few days back, India’s National Telecom Back bone Bharat Sanchar Nigam Ltd (BSNL) launched exciting offers of Unlimited Free Incoming calls while National Roaming with STV-12 as earlier we shared on TelecomTalk
Now BSNL has Call Back its STV-12 or STV-11 offer just after the TRAI’s directive on BSNL over National Roaming tariff guidelines.
According to the BSNL’s official circular T&C-CM No.39/11-12 dated 20 July 2011, Telecom Regulatory Authority of India – TRAI has directed BSNL to withdraw the STV-12 / STV-11 with immediate effect as it is not in accordance with TRAI’s 44th amendment of CMTS / UAS license.
The withdrawal of STV of Rs. 12 with 15 days validity with the facility of free incoming calls while National Roaming in BSNL network, will be effective from today i.e. 20th July, 2011. However BSNL customers in any telecom circle across India who have already activated the above STV to avail the facility till the validity of STV.
So there is no more unlimited Free Incoming Calls while National Roaming with BSNL. Do share your view over TRAI’s move on BSNL’s exciting offer !

TRAI IS REALLY AN NON SENSE ORGANIZATION. THEY CREATE ALL POSSIBLE COMPLICATIONS AND THEN PLAY WITH OPERATORS AS WELL AS CONSUMERS.BSNL A GOVERNMENT ORGANIZATION UNDER THE LEADERSHIP OF MR KAPIL SIBBAL WHO CLAIMS TO BE A TOP MOST LAWYER FAILED TO ANALYZE TRAI’S GUIDELINES. WHY THEY DONT COORDINATE BEFORE LAUNCHING ANY SCHEME.LAUNCH AND WITHDRAW SHOULD APPLY TO MINISTER HIMSELF. YOU ARE APPOINTED AS MINISTER NOW WITHDRAW YOURSELF AS YOU YOU ALWAYS CREATE CONTROVERSY ONLY. BROADBAND USAGE CHECKING WAS SO EASY BEFORE. NOW YOU MADE SO COMPLICATED JUST TO SHOW THAT YOU DID IT.IN THE OLD SYSTEM ONE CAN EASILY FIND OUT HOW MUCH CHARGEABLE IS USED AND HOW MUCH IS LEFT. PRESENT SYSTEM SHOWS TOTAL USAGE WITHOUT SPECIFICALLY MENTIONING HOW MUCH MORE ONE IS ENTITLED TO USE FROM THE ALLOWED LIMIT. YOU BETTER LEAVE THIS JOB

Why everyone is trying to make loss of Bsnl. other operators are giving different plans for 1 or 2 days which is not in accordance with TRAI regulation, but TRAI is sleeping dog for them. If BSNL tries to become No.1 by it’s standard plans and vouchers which are regulated and well informed in their website TRAI is biting them or US (People are owner of BSNl). We should make move against this TRAI regulation.
adi July 27, 2011 at 8:31 pm
ask bsnl on twitter why they did this
Why they have not asked trai that how they can stop them from becoming no. 1
Its their network,if they want to provide service to their users why trai is showing them rule
Bsnl should file a case against trai
Trai has 100% taken bribe from private operator

The only option available for us as a common man is to give a complaint to Public Grievance commission of India. But before that one must study the TRAI 44th amendment in detail. We can complain to the commission as TRAI misinterpreting the spirit of the amendment and thus removing a plan which was welcomed very much by common man. The link is pgportal.gov.in/Grievance.aspx

It is the time for BSNL customers to protest the withdrawl of the STV-12. Govt( May be BSNL) is favoring PVT sector companies. When some other company introduce a tariff plan, it is not notified in writing expect a SMS or call center response to customers. So easy way for pvt companies to avoid the law.
This trai amendment was given in the year 2007, when no of customers were less than half of what now are. The number of players are max four in a state.More mature market now.
More over, It seems the amendment was given to protect the customers from higher charges on the name of higher rentals. At the same time, to protect the customer not subscribed for the roaming.
Chakrapani July 23, 2011 at 8:41 pm
BSNL Customers need to write to ministry of IT & Communication and Trai over the rule.
It is high time that Govt(May be BSNL) is favouring pvt sector, making the BSNL bankrput.
Trai can never force the pvt sector companies, they can decide whatever on the name of competition.
Moreover, this amendment was given to protect the customer from higher roaming charges, when the companies used to charge Above 100Rs

The Central Bureau of Investigation (CBI) produced more evidence of corruption against former telecom minister A Raja in the 2G scam probe on Friday.
CBI told the court that Raja used Bharat Sanchar Nigam Limited (BSNL) to favour Swan Telecom.
CBI said Raja forced BSNL to sign a deal with Swan Telecom for intra circle roaming and DoT officials who raised doubt on this arrangement were transferred.

BSNL’s FY11 losses increase 50% to Rs 2,725 cr
This can be one of the reasons why BSNL is purging customer friendly plans.
ArjunA July 22, 2011 at 1:45 am
TRAI’s tariff order sets an upper limit for the operators to charge and no lower limit is specified. This has been done by BSNL on their own with no order from TRAI. This is a simple case of BSNL / Ministry of Communications & IT officials/ministers getting bribes to withdraw this offer. Ask BSNL for a copy of the directive from TRAI and you will not get any, because no such directive can be issued according to TRAI’s own rules in this particular case.

There is no way out to push-back/change the pace. Need a systemic change/replacement because the entire system is involved in neck-deep corruption. Anyway time will find a way out ! Till then churn-out impromptu solution, depending upon the situation, that is all ! However, please note the antidote (JanLokPal) is in the making which may, if taken, will cleanse…got it ? T

guys there is no use venting our anger in this forum. No one is goin to hear our cry. no matter there is 1000 comments made on this forum TRAI will never change its decision. remember the last time BSNL withdrew its unlimited 2G and 3G plans well nothing changed and noting will change this time around also UNLESS WE THE TRUE CITIZENS OF INDIA to do something about about this. instead of crying out abt wat happened or pointing out fingers LET US find a solution for this. It wud be much appreciated if anyone can post as to what are the solutions available to stop this discrimination on customers

TRAI Should allow BSNL to recover from losses by offering unique and market capturing tariffs…. If it is not India then the government would’ve supported this move instead suppressing this with directives which is also equal to favoring PVT operators…What about DOT’s reaction to it??? Did they serve for US or Corporate Companies???

all calls(including roaming) @49 paisa/min & 1p/sec plans are avaiable for the lifetime customers also.
In Kolkata circle now if you recharge with any amount(starting from top up of Rs.10) your validity will be increased. No need to recharge with Rs.200 to increase the validity.
Ya network is still a big problem in BSNL.
Complain solution is also a big problem.
Nodal officer support is ok.

Agar trai ka danda cellular operators par is tarah se chalta hai to wo operators ke wrong balance deductio par rok kyo nahi lagati aur pvt oper. apni marji se processing fee badha dete hai to is par action kyo nahi lete?
I am giving an example as my Rajasthan circle operators about increasing processing fee-
In a top up of 50 Aircel, docomo and bsln provide 43.33 talk time and in same top up Airtel, vodafone, idea and mts provide rs 40 tal time instead of 43.33.
I complained to these operators about this then I was replied that customer get night min with 3 days.
I am asking to trai that why some operator are not providing actuall talk time and why they are providing useless onnet night min.
And the same thing is with higher top up of 100,110 and 150 and much more.cel, docomo and bsln provide 43.33 talk time and in same top up Airtel, vodafone, idea and mts provide rs 40 tal time instead of 43.33.
I complained to these operators about this then I was replied that customer get night min with 3 days.
I am asking to trai that why some operator are not providing actuall talk time and why they are providing useless onnet night min.

U are right…BSNL was very poor…but try to call now…they upgrade the network….customer care is good…and the important thing is rail coverage….every where BSNL is available…Also now there are coming with good offers…but this roaming free i dont know what happened…may be TRAI’s decision.and about 90 ps…Now bsnl call charges are 1ps perr sec to all calls and 49ps per minute all calls..
There is no need of validity extention voucher…it will automatically increase whn v recharge normal top up…

trai is of no use nowadays its not the same what it was before because of its irrational ways now instead of lower tariff there are chances of tariff hike i hope you all know about tata docomo increasing std tariff to 2p/sec after one year of subscription + the high price ” 3g spectrum ” is also taking its toll on consumers and also now and then we hear of fines imposed on operators for this and that , the revenue of which the government utilises ,though the companies are paying fine its ultimately we who are paying it and now for the point if an operator wants to reduce tariff whats the damn problem to trai instead it should have promoted it if it was there on the behalf and for the benefit of consumers !!
Nirakar Panda July 20, 2011 at 10:52 pm
unlike the TRAI of prior Yr 2005 which is very customer friendly, Present day TRAI seems to work for the Looting Mobile companies, the biggest success of TRAI are:
1.maintaining the Roaming calling rates to Very High level
2.Not able to have the control on looting companies to reduce the SMS charges (National Rs. 1.50)
3.Putting the charges to customer for calling to Cutomer care
4.Not able to improve the mobile networks
5. and Now anathor feather on the TRAI’s Cap: to Stop the initiation taken by BSNL by removing the Roaming charges.

your words are what i wanted to say. Why the big operators charging 1.2p for off net calls. ?
karann July 20, 2011 at 9:09 pm
@Shameer K
but how can trai make profit if they remove roaming. already india gives cheapest local std tariffs.. u don’t see this? let operator earn something rather then nothing. pitty u telecom
Shameer K July 20, 2011 at 8:55 pm
I don’t know why India is still not a single circle! All other countries are a single circle. They can use a number anywhere in country. But we,especially professionals who are travelling, doing job in other states are suffering.operators don’t need to invest money for this.they just want to remove the equipment fitted in circle boarders for this purpose.ONE YEAR AGO TRAI HINTED ABOUT THIS.BUT AFTER THAT NO MOVEMENT!
mohan July 20, 2011 at 8:54 pm
then how docomo give incoming calls free for there postpay plan they dont need to follow TRAI’s 44th amendment of CMTS / UAS license for private operator raja created different rule ha
Surtej July 20, 2011 at 8:53 pm
It was a nice offer from BSNL but very bad action of TRAI due to private operators pressure in kinds. All are corrupt every where. No one care for aam aadmi/customers

ALL THE PRIVATE OPERATERS WAS SUFFERING HUGE LOSS JUST BECAUSE OF THIS STV 12..
THATS WHY IT MUST BE A CUMMULATIVE STEPS BY PRIVATE OPERATERS BECAUSE OF WHICH TRAI FORCED BSNL TO STOP STV 12…….
HUGE BRIBERY DEFINATELY TO TRAI AND TELCOM MSTRY
joseph July 20, 2011 at 8:26 pm
good plan i came from docomo to bsnl only for this offer so i will again port out to tata docomo
Ankur jain July 20, 2011 at 8:22 pm

Ankur jain July 20, 2011 at 8:20 pm
I wanted to port in Bsnl just because of Roaming plan.very Bad
SOURAV CHATTEJEE July 20, 2011 at 8:19 pm
SEE PREVIOUSLY A. RAJA FAVOURED PVT OPERATERS AND NOW KAPIL SIBBAL FAVOURING PVT OPERATERS ( RELIANCE ) AND DANCING ON THEIR TUNE……
THERE MUST BE HIDDEN BRIBERY BY PVT OPERATERS TO TELECOM MINISTERY AND TRAI…
Kaushik Roy July 20, 2011 at 8:15 pm
Very shocking News !
how can TRAI direct BSNL to do this
its BSNL choice to make any offer
what ever loss BSNL suffered by giving this offer it purely its own
TRAI should also ask big players to stop charging 1.2 p/s off-net
how 1 paise can be divided ?
Pradeep July 20, 2011 at 8:10 pm
Why DOT has given instructions to block mediafire
Tarun July 20, 2011 at 8:26 pm
@Pradeep its not blocked its working with BSNL !
som July 20, 2011 at 8:07 pm
TRAI should not have surrendered to the private operators.all the govt agencies should try to safeguard the common people.by selling itself to the pvt operators,TRAI set a very bad example.they should be ashamed of themselves.
amar July 20, 2011 at 8:06 pm
very bad move by TRAI.
Please concentrate on invalid deduction by the operator.
A Mohapatra July 20, 2011 at 8:05 pm
Exactly. They always pull BSNL’s legs.

Cartel of pvt operators have forced trai to cancel bsnl stv 12.very bad.dot should interfere and start stv 12,as it would hepled lot of business people who roam around .
Tremerin Dsouza July 20, 2011 at 7:48 pm
THIS MOVE BY TRAI WAS SURELY ENGINEERED BY PRIVATE OPERATORS INFLUENCE AS THEY FEARED THAT BSNL COULD BECOME A WINNER IN THE MARKET.
sujai July 20, 2011 at 7:42 pm
very bad move by TRAI
think private players succeed at last
very sad
sid July 20, 2011 at 7:34 pm
very good trai as trai forced bsnl to remove , also trai should tell all service provider to come with free roaming incoming.
sushil July 20, 2011 at 7:29 pm
was a very good move by BSNL, which should have been welcomed
