It seems that Bharat Sanchar Nigam Ltd (BSNL) has finally accepted the GSM market competition and has introduced the "PAY PER SECOND" CALLING PLAN to any network across India with the "STV 45" for its new GSM Mobile subscribers in Karnataka telecom circle.
To avail this feature one has to purchase a New Prepaid Pack of Rs.54 dubbed as Bindas-54. After purchase one has to recharge with STV-45 to enjoy all calls at 1 paisa for one second for LOCAL to any network and STD calls charges would be 2 paisa per second to any network across India.

Starter Kit (includes SIM card and FRC) – costs Rs 54/- and comes with Rs 40 talktime and Validity of 180 Days .

All Local Calls – 1p/second (any network-any time)
All STD calls – 2p/second
